On December 20, 2001, the Commission released a Notice of Proposed Rulemaking in the Review of Regulatory Requirements for Incumbent LEC Broadband Telecommunications Services (ILEC Broadband NPRM). The ILEC Broadband NPRM stated that interested parties could file comments 45 days after Federal Register publication of the Notice and reply comments 75 days after such publication. 1 On March 22, 2002, the Competitive Telecommunications Association (“ CompTel”) filed a petition to extend the date for filing reply comments. 2 In its pleading, CompTel requests an extension of time in order to allow the parties an opportunity to better evaluate and respond to the complex economic analyses offered by commenters in the ILEC Broadband NPRM. 2. It is the policy of the Commission that extensions of time are not routinely granted. 3 In this instance, however, the Bureau finds that CompTel has shown good cause for an extension of the deadline for filing comments and reply comments in this proceeding. Because of the complexity of the issues and the Commission’s desire to obtain accurate and complete data, we grant a limited extension so that parties may file reply comments on April 22, 2002.
