 ORDER  EXTENDING  COMMENT  PERIOD

 By  the  Chief,  Policy  Division,  International  Bureau: 
 1.  On  April  5,  2002,  XO  Communications,  Inc.  (“  XO”)  filed  a  request  that  the  Commission  extend  the  pleading  cycle  in  the  above-  captioned  docket.  Specifically,  XO  requests 
 an  extension  of  time  for  the  filing  of  comments  and  petitions  to  deny  from  April  10,  2002  to  April  22,  2002,  and  for  the  filing  of  responses  and  oppositions  from  April  24,  2002  to  May  6, 
 2002.  1  XO  asks  for  this  extension  of  time  because  of  the  continuing  uncertainty  about  the  details  of  its  corporate  restructuring. 


 2.  The  Commission’s  general  policy  is  that  extensions  of  time  are  not  routinely  granted.  2  In  certain  instances,  however,  we  consider  and  grant  requests  for  extension  of  time  when  we  find 
 that  the  public  interest  would  be  served  by  a  more  complete  discussion  of  the  matters  pending  before  the  Commission.  We  find  that  an  extension  of  time  is  appropriate  under  the  current 
 circumstances.  A  limited  extension  of  time  appropriately  balances  the  interests  of  commenting  parties  without  unreasonably  delaying  the  resolution  of  the  proceeding.  Therefore,  we  grant  an 
 extension  of  time  for  the  filing  of  comments  and  petitions  to  deny  from  April  10,  2002  to  April  22,  2002,  and  for  the  filing  of  responses  and  oppositions  from  April  24,  2002  to  May  6,  2002.
