F. R. §73.658( i)) prohibiting network organizations from representing affiliated broadcast stations in the “spot sales” advertising market. Specifically, Azteca America states that this waiver is necessary in order to ensure a level playing field in the U. S. Spanish-language broadcast television market because the Commission previously granted permanent waivers of this rule to two competing Spanish- language networks, Univision Communications, Inc. (“ Univision”) and Telemundo Group, Inc. (“ Telemundo”). Comments and oppositions to this petition are due on or before May 9, 2002 and replies on or before May 19, 2002.
