 Pursuant  to  47  C.  F.  R.  §76.1502,  RCN-  BecoCom,  LLC  (“  RCN”),  filed  an  application  on  April  19,  2002  for  certification  to  operate  an  Open  Video  System  serving  the  City  of  Boston,  Massachusetts. 
 Comments  are  due  to  be  filed  with  the  Office  of  the  Secretary  and  the  Office  of  the  Bureau  Chief,  Media  Bureau,  on  or  before  April  24,  2002.  Comments  must  be  filed  in  accordance  with  the  requirements  set  forth
