(Valor Texas) on April 14, 2003, filed a Petition for Waiver of the application of the X- factor in the price cap indices formula set forth in section 61.45( b)( 1)( i) of the Commission’s rules. 1 Valor Texas expects to make a low- end adjustment in 2003, pursuant to section 61.45( d)( 1)( vii), 2 and requests that the Commission permit Valor Texas to set the X- factor equal to inflation for all interstate access services in its 2003 annual price cap filing. Interested parties may file comments no later than April 30, 2003. Reply comments may be filed no later than May 12, 2003.
