The mandatory electronic filing of the biennial ownership report for broadcast station licensees has resumed in calendar year 2003. On or before June 2, 2003, an ownership report (FCC Form 323 or Form 323- E) should be filed by licensees whose commercial or noncommercial educational stations are located in the District of Columbia and the States of Arizona, Idaho, Maryland, Michigan, Nevada, New Mexico, Ohio, Utah, Virginia, West Virginia, and Wyoming. At two- month intervals throughout 2003, the remaining commercial and noncommercial educational broadcast station licensees will file their stations’ biennial ownership reports. The biennial filing of FCC Form 323 or Form 323- E can be submitted by using the Media Bureau’s Consolidated Database System (CDBS) electronic filing system. Paper versions of these ownership report forms will not be accepted for filing, unless accompanied by an appropriate request for waiver of the electronic filing requirement. Users can access the electronic filing system via the Internet from the Media Bureau’s Web Site at: http:// www. fcc. gov/ mb Instructions for use of the electronic filing system are available in the CDBS User’s Guide which can be accessed from the electronic filing web site. Special attention should be given to the details of the applicant account registration function, form filing functions, and the fee form handling procedures, if a fee is required. Failure to follow the procedures in the User’s Guide may result in an application or report form being dismissed, returned, or not considered as officially filed.
