(AT& T) filed a petition for declaratory ruling, pursuant to section 1.2 of the Commission’s rules, 47 C. F. R. § 1.2, that “enhanced prepaid calling card services are… interstate communications subject to interstate, rather than intrastate, access charges when the enhanced services platform that provides stored, non- call- related information to end users is not located in the state in which the calling or called parties are located.” 1 AT& T argues that the imposition of intrastate access charges on these services is unlawful. Comments and oppositions may be filed no later than June 26, 2003. Such comments should refer to WC Docket No. 03- 133. AT& T may file a reply no later than July 10, 2003. Comments may be filed using the Commission’s Electronic Comment Filing System (“ ECFS”) or by filing paper copies.
