On August 9, 2002, the Commission released a Notice of Proposed Rulemaking (“ NPRM”) seeking comment on whether a regulatory copy protection regime is needed to protect digital broadcast television. 1 The NPRM states that interested parties may file comments by October 30, 2002, and reply comments by December 13, 2002. By an Order dated October 11, 2002, the Media Bureau granted an extension request filed by Public Knowledge, the Center for Democracy and Technology and Consumers Union to extend the deadline for filing comments and reply comments in this proceeding to December 6, 2002, and January 17, 2003, respectively. 2 2. On December 19, 2002, the American Library Association, the American Association of Law Libraries, the Association of Research Libraries, the Medical Library Association and the Special Library Association (collectively, “Libraries”) filed a motion to extend the deadline for filing reply comments in this proceeding to March 17, 2003. Specifically, Libraries request an extension of time in order to allow it to complete a review of the numerous comments filed in response to the NPRM. 3 3.
