On November 16, 2001, Palau National Communications Corporation (PNCC) filed the above- captioned petition for a declaratory ruling that PNCC is eligible to participate in the federal universal service support programs and the National Carrier Exchange Carrier Association. 1 PNCC’s Petition also includes an application for international section 214 authority. 2 2.
