Customers can create accurate onscreen maps of transmitter locations for single and multiple wireless licenses. As part of an ongoing effort to improve the Universal Licensing System, the ULS Geographic Information System has been redesigned for ULS License Search queries. New mapping and database software has improved the speed and reliability of obtaining map information, and the user interface has been reconfigured to enhance the user experience. Customers may also create maps from ULS Application Search using the previous version of GIS; however, this software is outdated and may produce inconsistent results. The new GIS will be made available for ULS Application Search in a future phase of the ULS redesign project. The new ULS GIS enables you to map all the licenses found in your ULS License search— up to a top limit of 3,000— by clicking the “Map Licenses” link that appears at the top of the ULS License Search Results screen. To map a single license, click the call sign of the license on the License Search Results screen, then choose the “Map License” link at the top of the next page, the License Detail screen. For either option, GIS will generate an interactive geographical map that illustrates the location of the license( s), displayed with their call signs or market designators. GIS also provides two sets of tools for working with your geographical display. Map Navigational Tools allow you to perform tasks such as Zoom In and Zoom Out. View Data Table provides detailed license data about each license on the map in a tabular format. For complete details about using these tools, see Attachment A. Please Note: If you select Map License from the ULS License Search Results page, you will map all the licenses from your license search, which may take some time. There is a top limit of 3,000 licenses. Choosing the Map License button from the ULS License Search Detail page will map that single license. To provide quality service and ensure security, all calls to the hotlines are recorded. 2 3 Attachment A How to Map a License To map a license, search for your licenses in ULS License Search. From the ULS License Search Results page or the ULS License Search Detail page, click the link called Map License at the top of your screen. About the GIS Screen The Geographic Information System (GIS) generates a geographical map illustrating the location of the licenses selected in ULS License Search in the center of a new GIS screen. Map Navigational Tools are displayed in a box to the right of the map. A scale using meters is available directly below the map, and a link called View Data Table is available at the bottom left of the screen. Using Map Navigational Tools The Map Navigational Tools box contains tools that enable you to customize the display of your map (Zoom In, Zoom Out, and Re- center) or obtain information about a license on the map (Drill Down). There is also an option to enlarge the map. Click on the desired tool to select it, then click on the map to perform the function associated with the tool. The tool remains selected until you click on another tool. The functionality of each map tool is defined below: Zoom In Decreases the coverage area of the map by a factor of two (2x). The point where you click on the existing map becomes the center of the new map. Zoom Out Increases the coverage area of the map by a factor of two (2x). The point where you click on the existing map becomes the center of the new map. Re- center Changes the center point of the map. The point where you click on the existing map becomes the center of the new map. Drill Down Enables you to obtain data for a license displayed on the map. With the Drill Down tool selected, click on the colored object (area, line, or symbol) associated with the desired license on the map. (Clicking on the Call Sign will not drill down.) The license data for that single license will be displayed in tabular form below the map. Note: The Drill Down information is a temporary display and will be removed by any subsequent actions. Refer to About the Data Table for a description of each data field displayed when using the Drill Down tool. Enlarge Map Allows you to make the map larger based on visualization needs. About the Data Table Specific License Data for all licenses appearing on your map may be displayed in tabular form by clicking on the View Data Table button. Click on the Data Table link on the bottom left of the GIS screen. The table will appear at the bottom of the page, displaying a row of data for each call sign or market indicator on your map. The first column of the table will be color- coded to match the color associated with that license on the map. 3 4 Please note: Because the system supports only eight colors, colors will be repeated if more than eight licenses appear on your map.) When finished viewing the table, click on the Hide Data Table link to view only the map. Each column in the Data Table is described below: Drill To Click the Detail link to view the ULS License Search Detail Tabs for this license. Type L= License, A= Application (GIS is not currently available for ULS Application Search, but will be in future). Call Sign The combination of letters and numbers that identify an FCC license. Status Current status of a license designated by the following letter codes: A— Active C— Canceled E— Expired T— Terminated Radio Service The name of the wireless service under which the Wireless Telecommunications Bureau (WTB) has authorized the license. The name of the service is preceded by a unique, 2- letter code assigned to the service in ULS. For a complete list, refer to the WTB radio services two- letter codes. Licensee Name The name of the individual or business entity holding the license. Market Code For auctionable radio services, each market is defined by a geographical area and is always made up of one or more counties. Examples are MTA, BTA, MEA, EA, county, etc. You can use ULS License Search to query by the Market Code, which contains the market area abbreviation and a number. For example, MTA 001 is the New York MTA. Note: Each code is 3 digits, except for counties, which are 5 digits. Sub Market The numerical code for the submarket if the market area has been subdivided. Channel Block The letter or number of the channel block, e. g. A, B, DD, etc., if applicable. Links The ULS- GIS links, located in a row above the map on the GIS screen, allow you to perform the following actions: New Search Return to ULS License Search to start a completely new search. Printable Page View a version of the map suitable for printing. (Use your browser’s print function, located under the file menu to print the map.) Return to Results (Recommended) Exits the GIS and returns you to the License Search screen displayed prior to generating the map. GIS Help A link to the GIS help text. 4
