INTRODUCTION 1. This Order approves the Fiscal Year 2003 North American Numbering Plan (NANP) Administration contribution factor submitted by the North American Numbering Plan Billing and Collection, Inc. (NBANC). Effective July 1, 2003 through June 30, 2004, Fiscal Year 2003, the NANP Administration contribution factor will be 0.000036. II. BACKGROUND 2. On May 6, 2003, NBANC filed a fund size estimate and contribution factor for recovering the cost of NANP Administration for the Fiscal Year 2003, in accordance with section 52.16( a) of the Federal Communications Commission’s (Commission) rules. 1 NBANC submitted a supplemental filing on May 12, 2003 to reflect the addition of American Samoa to the North American Numbering Plan. 2 We sought comment on NBANC’s proposed contribution factor and fund size estimate. Comments were due on May 30, 2003, and reply comments due on June 6, 2003. 3 1 47 CFR § 52.16( a). 2 Supplement to Administration of the North American Numbering Plan (filed May 12, 2003). 3 On May 15, 2003, the Telecommunications Access Policy Division released a Public Notice inviting comment on NBANC’s proposed contribution factor and fund size estimate. NBANC is responsible for calculating, assessing, billing, and collecting payments for numbering administration functions and for distributing funds to the entities that support these functions (e. g., the North American Numbering Plan Administrator (NANPA) and the Pooling Administrator (PA)) on a monthly basis. Pursuant to section 52.16( a) of the Commission’s rules, the NBANC proposes a contribution factor of 0.000036, and indicates the total funding requirement for Fiscal Year 2003 includes $5,797,000 for the NANPA, $3,469,211 for the PA, and $396,986 for NBANC. 4. In its filing, NBANC describes its development of projected Fiscal Year 2003 costs and the fund size estimate. 4 Based on this data, NBANC allocates a portion of the funding requirement to all NANP countries. 5 Specifically, it calculates a Canadian contribution of $150,168, a Caribbean contribution of $29,721, and a contribution by U. S. carriers of $8,251,473. These figures are shown on the attached Table 1. 6 NBANC then develops a contribution factor for U. S. carriers designed to collect the $8,251,473 projected contribution. III. DISCUSSION 5. No party commented on NBANC’s methodology and computations. We have reviewed the NBANC filing and find that its methodology and computations are correct and consistent with our rules. We, thus, approve the proposed fund size estimate and contribution factor. Payments will be due on July 12, 2003. Carriers with contribution requirements in excess of $1,200 may opt to pay in equal monthly installments. A minimum contribution requirement of $25 applies to all telecommunications carriers that have end- user revenues. 7 IV. ORDERING CLAUSES 6. IT IS ORDERED, pursuant to section 251( e) of the Communications Act of 1934, as amended, 47 U. S. C. § 251( e) and sections 0.91, 0.291, 52.16, and 52.17 of the Commission’s rules, 47 C. F.
