(Debtor- in- Possession) (“ Global Crossing”) and GC Acquisition Limited (“ New GX” and together with Global Crossing, the “Applicants”) filed an amendment to their August 22, 2002 applications, seeking to transfer control of Equal Access Networks LLC (Debtor- in- Possession), and the common carrier radio licenses it holds, to New GX. 1 Applicants also request that their petition for declaratory ruling be modified to permit Equal Access Networks LLC (Debtor- in- Possession) to have the foreign ownership described in the May 13, 2003 amendment to the applications. 2 By this notice we are providing a comment period on the June 30, 2003 amendment. We find, upon initial review, that the June 30, 2003 amendment to the applications is acceptable for filing. The amended applications also contemplate that Singapore Technologies Telemedia Pte. Ltd. (“ ST Telemedia”), a Singapore company, would control New GX and its subsidiaries through an indirect 61. 5% ownership interest in New GX, and thus Applicants request a declaratory ruling that ST Telemedia’s indirect ownership and control of Global Crossing North American Networks, Inc. (Debtor- in- Possession) and Equal Access Networks LLC (Debtor- in- Possession), the Title III licensees, would be in the public interest under section 310( b)( 4) of the Communications Act. 1 2 All filings concerning matters referenced in this Public Notice should refer to IB Docket No. 02- 286 as well as to the specific file numbers that are a part of the June 30, 2003 amendment.
