The Audio Division has before it an Order to Show Cause, 1 issued at the request of SSR Communications Incorporated (“ SSR”), directing Jackson Telecasters, Inc., to show cause why its authorization for FM station WDEF (File No. BMLH- 19820813AH) should not be modified to specify operation on Channel 222C0 in lieu of Channel 222C at Chattanooga, Tennessee. SSR requested this downgrade in a petition for rule making to allot Channel 223A to Tallapoosa, Georgia. On June 2, 2003, SSR filed a withdrawal of its expression of interest in that proposal. 2. A showing of continuing interest is required before a channel will be allotted. It is the Commission’s policy to refrain from making an allotment to a community absent an expression of interest. Moreover, reclassification from Class C to Class C0 is undertaken “only where a specific, bona fide demand for the spectrum is expressed.” 2 For these reasons, we will grant Petitioner’s request to dismiss its proposal to allocate Channel 223A at Tallapoosa, Georgia, and, correspondingly, we shall dismiss the Order to Show Cause pertaining to FM Station WDEF at Chattanooga, Tennessee. 3 3. Accordingly, IT IS ORDERED, That the petition for rule making filed by SSR Communications Incorporated, requesting the allotment of Channel 223A at Tallapoosa, Georgia, IS DISMISSED; and 4. IT IS FURTHER ORDERED, That the Order to Show Cause in RM- 10651, proposing the reclassification of the license of FM Station WDEF from Channel 222C to 222C0, IS DISMISSED; and 1 Reclassification of License of Station WDEF- FM, Chattanooga, Tenessee, 18 FCC Rcd 2,393 (M.
