 ORDER  ON  RECONSIDERATION

 By  the  Chief,  Pricing  Policy  Division: 


 1.  On  June  30,  2003,  we  suspended  for  five  months  and  set  for  investigation  the  2003  annual  access  tariff  filing  of  Chillicothe  Telephone  Company  (Chillicothe).  1  Chillicothe 
 has  subsequently  withdrawn  Transmittal  No.  74  to  its  FCC  Tariff  No.  1,  thereby  mooting  the  investigation  of  that  transmittal.  The  rates  of  Iowa  Telecommunications  Services,  Inc.  (Iowa 
 Telecom),  filed  in  Transmittal  No.  35,  which  were  also  suspended  in  the  Suspension  Order,  remain  under  investigation.  The  specific  issues  that  are  the  subject  of  the  Iowa  Telecom 
 investigation  will  be  identified  in  an  upcoming  designation  order. 
 2.  In  the  Suspension  Order,  we  suspended  and  set  for  investigation  Transmittal  No.  74  of  Chillicothe  FCC  Tariff  No.  1.  2  Specifically,  we  were  concerned  that  Chillicothe  used  cost 


 estimates  that  substantially  exceeded  the  trend  in  cost  growth;  that,  despite  the  projected  cost  increase,  Chillicothe  forecast  declining  access  minutes  of  use;  and  that  Chillicothe  used  a  25-  day 
 lag  in  developing  its  cash  working  capital  that  exceeds  the  industry  standard  of  15  days.  3  On  July  25,  Chillicothe  withdrew  tariff  transmittal  No.  74,  thereby  mooting  the  investigation  of  the 
 rates  in  that  transmittal.  4  On  the  same  day,  Chillicothe  filed  Transmittal  No.  76  revising  its  rates  to  reflect  changes  to  its  estimated  revenue  requirements  and  its  cash  working  capital  study.  5

 3.  Accordingly,  IT  IS  ORDERED  that,  pursuant  to  sections  0.91,  0.291  and  1.108  of  the  Commission’s  rules,  47  C.  F.  R.  §§  0.91,  0.291,  1.108,  we  reconsider  on  our  own  motion  our 
 decision  in  the  Suspension  Order  to  suspend  and  investigate  the  revised  tariff  rates  of  Chillicothe  Telephone  Company  filed  in  Transmittal  No.  74. 


 4.  IT  IS  FURTHER  ORDERED  that,  pursuant  to  sections  0.91  and  0.291  of  the  Commission’s  rules,  47  C.  F.  R.  §§  0.91,  0.291,  the  investigation  imposed  in  WCB/  Pricing  File 
 No.  03-  15  IS  TERMINATED  with  respect  to  Chillicothe  Telephone  Company.
