 THE  WIRELESS  TELECOMMUNICATIONS  BUREAU  ANNOUNCES  THE  GRANT  OF  A  NATIONWIDE  GEOGRAPHIC  AREA  LICENSE 
 TO  PROVIDE  1670-  1675  MHZ  SERVICE 
 Auction  No.  46 
 On  May  2,  2003,  the  Commission  announced  that  OP  Corporation  was  the  winning  bidder  of  a  nationwide  license  in  the  1670-  1675  MHz  band.  1  After  a  preliminary  review  of  OP  Corporation’s  long-form 
 application  (File  No.  0001312627),  the  Bureau  announced  that  it  was  accepted  for  filing.  2  On  June  23,  2003,  OP  Corporation  requested  a  waiver  of  the  Commission  rule  that  requires  applicants  who  seek  a 
 tribal  lands  bidding  credit  to  file  certain  certifications  prior  to  license  grant.  On  September  30,  2003,  the  Bureau  granted  the  waiver  request.  3  Because  OP  Corporation  had  already  fully  complied  with  the 
 Commission’s  payment  instructions  and  its  application  was  otherwise  in  order,  on  October  1,  2003,  the  Bureau  granted  its  application  for  a  nationwide  license  to  provide  1670-  1675  MHz  service  under  Call 
 Sign  WPYQ831.  The  Bureau  granted  this  license  pursuant  to  Section  309(  a)  of  the  Communications  Act  of  1934,  as  amended,  4  and  Section  0.331  of  the  Commission’s  Rules  5  because  it  will  serve  the  public 
 interest,  convenience  and  necessity.
