A summary of the Order on Reconsideration was published in the Federal Register at 68 FR 18825 (April 16, 2003). The information collections contained in the annual reporting requirement were approved by OMB on September 26, 2003. OMB No. 3060- 1043. As stated in the Order on Reconsideration, the Commission will publish a document in the Federal Register announcing the effective date.
