 EASYTEL  COMMUNICATIONS  CARRIER  CORPORATION  FILES  AN  APPLICATION  FOR  OPEN  VIDEO  SYSTEM  CERTIFICATION 


 Pursuant  to  47  C.  F.  R.  §76.1502,  EasyTEL  Communications  Carrier  Corporation  (“  EasyTEL”),  filed  an  application  on  October  14,  2003  for  certification  to  operate  an  Open  Video  System  serving  the  City  of 
 Tulsa,  Oklahoma.  Comments  are  due  to  be  filed  with  the  Office  of  the  Secretary  and  the  Office  of  the  Bureau  Chief,  Media  Bureau,  on  or  before  October  20,  2003.  Comments  must  be  filed  in  accordance  with
