Commenting parties should specifically assess how the Petitioners address the criteria set forth by the Commission when it allowed state commissions to seek authority to implement SOs on a case- by- case basis. 4 Pursuant to applicable procedures set forth in sections 1.415 and 1.419 of the Commission’s rules, 47 C. F.
