The performance measurements depict SBC’s service to competitive local exchange carriers in the areas of operations support systems, provisioning, maintenance, interconnection, local number portability, collocation, and billing timeliness. Under the SBC/ Ameritech Merger Order, SBC’s obligation to comply with the Performance Plan for a particular state extends until the earlier of (i) 36 months after the date it is first potentially obligated to make payments for a state or (ii) the first date the company is authorized to provide in- region, interLATA services in that state pursuant to 47 U. S.
