If the Commission takes no action regarding the revised Fiscal Year 2003 fund size estimate and contribution factor proposed herein within the 14- day period following release of this Public Notice, the fund size estimate and the contribution factor shall be deemed approved by the Commission. Rules for Calculating the NANP Administration Fund Size Estimate and Contribution Factor As the NANP billing and collection agent, the North American Numbering Plan Billing and Collection, Inc. (NBANC) develops the annual projected numbering administration costs and fund size estimate. NBANC is responsible for calculating, assessing, billing, and collecting payments for numbering administration functions and for distributing funds to the entities that support these functions (e. g., the North American Numbering Plan Administrator (NANPA) and the Pooling Administrator (PA)) on a monthly basis. NBANC allocates a portion of the funding requirement to all NANP countries. 1 Specifically, it calculates a Canadian contribution amount, a Caribbean contribution amount, and a U. S. contribution amount. NBANC then develops a contribution factor for U. S. telecommunications carriers designed to collect the projected U. S. contribution. Under section 52.17 of the Commission’s rules, all telecommunications carriers in the United States shall contribute on a competitively neutral basis to meet the costs of numbering 1 The NANP member countries are Anguilla, Antigua & Barbuda, Bahamas, Barbados, Bermuda, British Virgin Islands, Canada, Cayman Islands, Dominica, Dominican Republic, Grenada, Jamaica, Montserrat, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Trinidad & Tobago, Turks & Caicos Islands, and the United States (including American Samoa, Puerto Rico, the U. Virgin Islands, Guam and the Commonwealth of the Northern Mariana Islands). 1 2 administration. 2 Contributions shall be the product of the carrier’s end- user telecommunications revenues for the prior calendar year and the contribution factor, and such contribution shall be no less than twenty- five dollars ($ 25). 3 NBANC Projection of the Fund Size Estimate and Contribution Factor On May 6, 2003, NBANC filed a fund size estimate and contribution factor for recovering the cost of NANP Administration for Fiscal Year 2003, in accordance with section 52.16 (a) of the Commission’s rules. 4 NBANC submitted a supplemental filing on May 12, 2003 to reflect the addition of American Samoa to the North American Numbering Plan. 5 NBANC proposed a funding requirement of $12,105,197 for Fiscal Year 2003, and a contribution factor of 0.000036. 6 On June 24, 2003, the Commission approved NBANC’s proposed funding requirement and contribution factor for Fiscal Year 2003. 7 NBANC Revised Projection of the Fund Size Estimate and Contribution Factor On October 15, 2003, NBANC submitted a revised fund size estimate and contribution factor for Fiscal Year 2003. 8 NBANC proposes a revised funding requirement of $9,821,530 and a revised contribution factor of 0.000021. 9 The reduction in the funding requirement and the contribution factor are attributed to a significant decrease in the cost of payments to the North American Numbering Plan Administrator (NANPA) and a higher than anticipated carry- over balance from Fiscal Year 2002. 10 The revised funding requirement for Fiscal Year 2003 contemplates a Canadian contribution of $95,346, a Caribbean contribution of $18,858, a contribution by U. S. carriers of $4,902, 967, and the application of $4,804,358 from the Fiscal Year 2002 surplus. 11 To the extent necessary, NBANC proposes to issue refunds to carriers and 2 47 C. F.
