 By  the  Chief,  Competition  Policy  Division: 
 1.  On  October  3,  2003,  Qwest  Services  Corporation  (Qwest)  filed  a  petition  for  forbearance,  1  under  section  10  of  the  Communications  Act,  as  amended,  requesting  that  the 
 Commission  forbear  from  applying  sections  53.203(  a)(  2)-(  3)  of  the  Commission’s  rules,  which  prohibit  a  Bell  operating  company’s  (BOC’s)  section  272  affiliate  from  sharing  operating, 
 installation,  and  maintenance  functions  with  the  BOC  or  another  BOC  affiliate.  2  On  November  13,  2003,  Qwest  filed  a  request  to  withdraw  3  its  petition  for  forbearance  in  light  of  the 
 Commission’s  decision  denying  a  similar  petition  filed  by  Verizon.  4  In  this  Order,  we  grant  Qwest’s  request  to  withdraw  and  dismiss  the  petition. 


 2.  ACCORDINGLY,  IT  IS  ORDERED,  pursuant  to  the  authority  delegated  under  sections  0.91  and  0.291  of  the  Commission’s  rules,  47  C.  F.  R.  §§  0.91,  0.291,  that  Qwest’s 
 request  to  withdraw  the  above-  captioned  petition  IS  GRANTED. 
 3.  IT  IS  FURTHER  ORDERED,  pursuant  to  the  authority  delegated  under  sections  0.91  and  0.291  of  the  Commission’s  rules,  47  C.  F.  R.  §§  0.91,  0.291,  that  the  above-  captioned
