 Pursuant  to  47  C.  F.  R.  §76.1502,  Paul  Bunyan  Rural  Telephone  Cooperative  (“  Paul  Bunyan”),  filed  an  application  on  November  21,  2003,  for  certification  to  operate  an  Open  Video  System  serving  the  city  of 
 Cohasset,  Itasca  County,  Minnesota.  Comments  are  due  to  be  filed  with  the  Office  of  the  Secretary  and  the  Office  of  the  Bureau  Chief,  Media  Bureau,  on  or  before  November  26,  2003.  Comments  must  be  filed  in
