 1.  On  April  8,  1998,  American  Public  Communications  Council  (APCC)  filed  a  petition  for  reconsideration  in  the  above-  referenced  matter.  1  On  November  5,  2003,  APCC  filed 
 a  motion  to  withdraw  its  petition  for  reconsideration,  explaining  that  APCC  believes  that  the  issue  raised  is  now  moot  as  a  result  of  subsequent  rulings  and  other  developments.  2  In  this 
 Order,  we  grant  APCC’s  motion  to  withdraw  and  dismiss  its  petition. 
 2.  ACCORDINGLY,  IT  IS  ORDERED,  pursuant  to  the  authority  delegated  under  sections  0.91  and  0.291  of  the  Commission’s  rules,  47  C.  F.  R.  §§  0.91,  0.291,  that  APCC’s 


 motion  to  withdraw  its  Petition  for  Reconsideration  in  the  above-  captioned  docket  IS  GRANTED.
