(SBC) on December 9, 2003, filed a Petition for Waiver of section 61.42( f) of the Commission’s rules to permit SBC to include its existing or any future packet- switched offerings under price cap regulation in the Special Access basket, high capacity/ DDS service category. 1 We seek comment on this petition. Pursuant to sections 1.415 and 1.419 of the Commission's rules, 47 C. F. R. §§ 1.415, 1.419, interested parties may file comments on or before January 7, 2004, and reply comments on or before January 21, 2004.
