 PageMart  PCS  Holdings,  LLC  and  PageMart  II  Holdings,  LLC  (collectively,  “PageMart”),  wholly-  owned  subsidiaries  of  WebLink  Wireless  I,  LP  (“  WebLink”),  and  Metrocall  USA,  Inc.,  a  wholly-owned 
 subsidiary  of  Metrocall  Holdings,  Inc.  (collectively,  “Metrocall”),  have  filed  two  applications  pursuant  to  Section  310(  d)  of  the  Communications  Act  of  1934,  as  amended,  1  seeking  Commission 
 consent  to  the  assignment  of  Narrowband  Personal  Communications  Services  (“  Narrowband  PCS”)  licenses,  Private  Carrier  Paging  licenses,  and  Microwave  Industrial/  Business  Pool  licenses  from  PageMart 
 to  Metrocall.  The  parties  assert  that  Metrocall  is  the  second-  largest  paging  and  messaging  company  in  the  Untied  States,  providing  Commercial  Mobile  Radio  Service  (“  CMRS”)  one-  way  and  advanced  two-  way 
 messaging  to  more  than  3.1  million  subscribers  nationwide.  Weblink  is  one  of  the  larger  paging  and  messaging  carriers  in  the  United  States,  with  approximately  828,000  subscribers  nationwide. 
 Additionally,  WebLink  is  a  leading  provider  of  CMRS  wireless  data  services.  Upon  consummation  of  this  transaction,  WebLink  and  PageMart  will  exit  the  paging  and  messaging  market,  and  all  WebLink  and 
 PageMart  customers  will  be  transitioned  to  Metrocall.

 The  following  applications  seek  consent  to  the  assignment  of  Narrowband  PCS  licenses,  Private  Carrier  Paging  licenses,  and  Microwave  Industrial/  Business  Pool  licenses  that  were  granted  pursuant  to
