On October 9, 2003, the Commission released a Second Report and Order and Second Further Notice of Proposed Rulemaking (“ Digital Cable Compatibility Order and FNPRM”) seeking comment on issues relating to its Navigation Device and Cable Compatibility proceedings. 1 The Digital Cable Compatibility Order and FNPRM states that interested parties may file comments by January 14, 2004, and reply comments by February 13, 2004. 2. On November 4, 2003, the Commission released a Report and Order and Further Notice of Proposed Rulemaking (“ Broadcast Flag Order and FNPRM”) seeking additional comment on issues in its Digital Broadcast Content Protection proceeding. 2 As a result of similarities with issues raised in the Digital Cable Compatibility Order and FNPRM, the Broadcast Flag Order and FNPRM also states that interested parties may file comments by January 14, 2004, and reply comments by February 13, 2004. 3. In addition to the deadlines for filing comments and reply comments in the above-captioned proceedings, petitions for reconsideration of the Digital Cable Compatibility Order and FNPRM and the Broadcast Flag Order and FNPRM are due on December 29, 2003, and January 2, 2004, respectively. 3 4. IT IS ORDERED that, pursuant to Sections 4( i), 4( j) and 5( c) of the Communications Act of 1934, as amended, 47 U. S. C. §§ 154( i), 154( j) and 155( c), and Sections 0.61, 0.283, and 1.46 of the Commission’s rules, 47 C. F.
