On December 18, 2003, Navini Networks, Inc. (“ Navini”) submitted a motion to the Commission requesting extension of the comment deadline in the above captioned proceeding from January 9, 2004 to January 23, 2004. Navini states that the additional time is required to prepare a thorough and meaningful response to the proposals contained in the Notice of Proposed Rule Making, many of which raise complex technical issues. 2. The Commission does not routinely grant extensions of time in rule making proceedings. However, we believe that providing more time will enable Navini and other entities to submit beneficial information to the record in this proceeding. Accordingly, we agree to extend the comment deadline. 3. Pursuant to the authority in Sections 4( i) of the Communications Act of 1934, as amended, 47 U. S.
