 1.  In  this  Order,  we  amend  the  Commission’s  Rules  to  reflect  the  name  change  of  the  Office  of  Plans  and  Policy  to  the  Office  of  Strategic  Planning  and  Policy  Analysis. 
 2.  Authority  for  the  adoption  of  this  amendment  is  contained  in  section  4(  i),  4(  j),  5(  b),  and  5(  c)  of  the  Communications  Act  of  1934,  as  amended.  47  U.  S.  C.  154(  i),  154(  j),  155(  b),  155(  c). 
 3.  The  amendment  adopted  herein  pertains  to  agency  organization,  procedure  and  practice.  Consequently,  the  notice  and  comment  provisions  of  the  Administrative  Procedure  Act  contained  in  5 
 U.  S.  C.  Section  553(  b),  are  inapplicable. 
 4.  ACCORDINGLY,  IT  IS  ORDERED  that  Part  0  of  the  Commission’s  Rules,  set  forth  in  Title  47  of  the  Code  of  Federal  Regulations,  IS  AMENDED  as  noted  in  the  Appendix  to  this  Order, 


 EFFECTIVE  February  7,  2003.
