 1.  Pursuant  to  an  extension  request  filed  by  the  American  Library  Association,  the  American  Association  of  Law  Libraries,  the  Association  of  Research  Libraries,  the  Medical  Library 
 Association  and  the  Special  Library  Association  (collectively,  “Libraries”),  the  deadline  for  filing  reply  comments  in  the  above-  referenced  proceeding  was  extended  to  February  18,  2003.  1  Due  to  inclement 
 weather  in  the  Washington,  D.  C.  region,  the  Commission  was  closed  on  that  date.  By  its  own  motion,  the  Media  Bureau  hereby  grants  an  extension  of  the  deadline  for  filing  reply  comments  in  this  proceeding  to 
 Friday,  February  21,  2003. 
 2.  IT  IS  ORDERED  that,  pursuant  to  Sections  4(  i),  4(  j)  and  5(  c)  of  the  Communications  Act  of  1934,  as  amended,  47  U.  S.  C.  §§  154(  i),  154(  j)  and  155(  c),  and  Sections  0.61,  0.283,  and  1.46  of
