On December 20, 2002, the Commission released its Further Notice of Proposed Rulemaking in the above captioned dockets. On February 19, 2003, the Commission received the initial comments in this proceeding. Given the broad scope of the proceeding and to fully develop the record, the Bureau takes this action on its own motion to extend the deadline for filing reply comments in this proceeding to March 25, 2003.
