INTRODUCTION 1. On February 13, 2003, the Wireline Competition Bureau (Bureau) released a Public Notice in this matter, which stems from a primary jurisdiction referral brought before the 1 Federal Communications Commission DA 03- 635 2 Commission in July of 1996. 1 The Public Notice seeks comment on two issues concerning AT& T’s Tariff FCC No. 2 in effect in January 1995. 2 The Public Notice established comment and reply comment deadlines of March 6, 2003 and March 17, 2003, respectively. On February 28, 2003, Mr. Al Inga, the owner of petitioners Winback & Conserve Program, Inc., One Stop Financial, Inc., Group Discounts, Inc., and 800 Discounts, Inc., requested extensions of time to March 27, 2003, and April 10, 2003, respectively, to file comments and reply comments in this proceeding. 3 No party has opposed this request. 2. We hereby grant Mr. Inga’s request for extension of time to file comments and reply comments. It is the policy of the Commission that extensions of time are not routinely granted. 4 We find, however, that there is good cause to extend the due dates for filing comments and reply comments to the Public Notice. Specifically, Mr. Inga notes that this matter has been inactive for several years and states that it may take him some time to locate files and to reacquaint himself with the details of the matter in order to respond to the request for additional comments. 5 A short extension of time will permit a more informed response to the Public Notice and will not prejudice any party. 3. Accordingly, we grant Mr. Inga’s request. Parties may file comments by March 27, 2003 and reply comments by April 10, 2003. This matter shall continue to be treated as a “permit- but- disclose” proceeding in accordance with the Commission’s ex parte rules. 6 All other requirements discussed in the Public Notice remain in effect.
