 1.  At  the  request  of  Prairie  Public  Broadcasting  (“  PPB”),  licensee  of  noncommercial  education  station  KSRE(  TV),  the  Commission  has  before  it  the  Notice  of  Proposed  Rule  Making,  17 
 FCC  Rcd  18093  (2002),  proposing  the  substitution  of  DTV  channel  *40  for  station  KSRE(  TV)  ’s  assigned  DTV  channel  *57.  1  PPB  filed  comments.  No  other  comments  were  received. 


 2.  We  believe  the  public  interest  would  be  served  by  substituting  DTV  channel  *40  for  DTV  channel  *57  since  it  will  allow  PPB  to  preserve  its  limited  resources  and  to  operate  on  an  in-  core 
 channel.  DTV  channel  *40  can  be  allotted  to  Minot,  North  Dakota,  as  proposed,  in  compliance  with  the  principle  community  coverage  requirement  of  Section  73.625(  a)  at  coordinates  48-  03-  02  N.  and 
 101-  23-  25  W.  Since  the  community  of  Minot  is  located  within  400  kilometers  of  the  U.  S.-  Canadian  border,  concurrence  from  the  Canadian  government  has  been  obtained  for  this  allotment.  In 
 addition,  we  find  that  this  channel  is  acceptable  under  the  2  percent  criterion  for  de  minimis  impact  that  is  applied  in  evaluating  requests  for  modification  of  initial  DTV  allotments  under  Section 
 73.623(  c)(  2)  for  Station  KSRE-  DT  with  the  following  specifications:

 3.  Accordingly,  pursuant  to  the  authority  contained  in  Sections  4(  i),  5(  c)(  1),  303(  g)  and  (r)  and  307(  b)  of  the  Communications  Act  of  1934,  as  amended,  and  Sections  0.61,  0.204(  b)  and  0.283 
 of  the  Commission's  Rules,  IT  IS  ORDERED,  That  effective  May  5,  2003,  the  DTV  Table  of  Allotments,  Section  73.622(  b)  of  the  Commission's  Rules,  IS  AMENDED,  with  respect  to  the 
 community  listed  below,  to  read  as  follows: 
 1  As  stated  in  the  Notice,  PPB  reported  that  operating  on  an  out-  of-  core  channel  would  cause  undue  financial 
 hardship.  PPB  indicated  that  it  would  cost  an  additional  $425,000  to  migrate  from  an  out-  of-  core  channel  to  an  in-core  channel.  PPB  asserted  that  this  would  mean  a  total  cost  outlay  of  $1,625,000  for  the  DTV  conversion,  as 


 compared  with  $1,200,000  to  build  out  a  DTV  facility  on  channel  *40.

 4.  IT  IS  FURTHER  ORDERED,  That  within  45  days  of  the  effective  date  of  this  Order,  Prairie  Public  Broadcasting  shall  submit  to  the  Commission  a  minor  change  application  for  a 
 construction  permit  (FCC  Form  340)  specifying  DTV  Channel  *40  in  lieu  of  DTV  Channel  *57  for  station  KSRE-  DT. 


 5.  IT  IS  FURTHER  ORDERED,  That  this  proceeding  IS  TERMINATED.
