On November 26, 2002, the Commission released the City of Richardson Reconsideration Order, modifying its rules to provide additional clarification on the issue of PSAP readiness. 2 Among other modifications, the Commission established a procedure whereby wireless carriers that have completed all necessary steps toward E911 implementation that are not dependent on PSAP readiness may submit certifications requesting that their six- month compliance obligation be temporarily tolled. 3 Wireless carriers may file and serve such certifications regarding PSAP requests that have been pending for longer than six months no later than 60 days from the date of publication of the summary of the City of Richardson Reconsideration Order in the Federal Register, or March 24, 2003. 4 By this Public Notice, the Wireless Telecommunications Bureau establishes a separate docket for the filing of Richardson certifications and comments on these certifications. For administrative efficiency, all PSAP certifications and related documents are to be filed under WT Docket Number 03 - 76, as opposed to CC Docket Number 94 -102, which is the general E911 docket. 1 Revision of the Commission’s Rules To Ensure Compatibility with Enhanced 911 Emergency Calling Systems, CC Docket No. 94- 102, Order, rel.
