 On  March  17,  2003,  the  Pricing  Policy  Division  of  the  Wireline  Competition  Bureau  filed  an  analysis  of  price  cap  carrier  data  regarding  the  dates  by  which  carriers  have  reached 
 the  average  traffic  sensitive  (ATS)  target  rates  after  applying  a  6.5  percent  X-  factor.  This  information  is  relevant  to  the  above-  captioned  proceeding  and  our  further  analysis  regarding 
 the  Commission’s  selection  of  a  6.5  percent  X-  factor  as  a  transitional  mechanism  to  reduce  ATS  rates  to  specific  target  levels.  1
