 1.  On  November  24,  1999,  AMSC  Subsidiary  Corporation  (AMSC)  filed  the  above-captioned  Emergency  Petition  for  Clarification.  1  In  its  petition,  AMSC  requested  clarification  of 
 two  rules  applicable  to  rural  health  care  universal  service  support  mechanism.  On  February  26,  2003,  Mobile  Satellite  Ventures  Subsidiary  LLC,  the  successor-  in-  interest  to  Motient  Services 
 Inc.  (formerly  AMSC)  submitted  a  request  to  withdraw  the  above-  captioned  petition.  2
