On January 27, 2003, the Commission released a Notice of Proposed Rulemaking (NPRM) seeking public comment on certain aspects of the Commission’s rules and policies in relation to the transition to digital television and the recovery of spectrum at the end of the transition. 1 The NPRM established comment and reply comment deadlines of April 14, 2003 and May 14, 2003, respectively. 2. On March 21, 2003 we received a joint request from the National Association of Broadcasters (NAB) and the Association of Maximum Service Television (MSTV) seeking a one- week extension of the comment deadline to afford time to finalize their joint comments following the April 7, 2003, MSTV Board of Directors meeting. We find that it is in the interest of compiling a complete record to briefly extend the comment period to enable interested parties sufficient time to analyze the many important issues raised in the NPRM and to coordinate their analyses.
