INTRODUCTION 1. On February 13, 2003, the Wireline Competition Bureau (Bureau) released a Public Notice in this matter, which stems from a primary jurisdiction referral brought before the 1 Federal Communications Commission DA 03- 943 2 Commission in July of 1996. 1 The Public Notice seeks comment on two issues concerning AT& T’s Tariff FCC No. 2 in effect in January 1995 and established comment and reply comment deadlines of March 6, 2003 and March 17, 2003. 2 At the request of Mr. Al Inga, the owner of petitioners Winback & Conserve Program, Inc., One Stop Financial, Inc., Group Discounts, Inc., and 800 Discounts, Inc., these dates were extended to March 27, and April 10, respectively. 3 AT& T and Mr. Inga have agreed to and requested further extensions of time to file comments and reply comments to April 2, 2003, and April 15, 2003, respectively. 4 2. We hereby grant these parties’ request. It is the policy of the Commission that extensions of time are not routinely granted. 5 We find, however, that there is good cause to extend the due dates for filing comments and reply comments to the Public Notice. As previously noted, this matter has been inactive for several years and seeks comment on a tariff that was in effect over eight years ago. 6 An additional, brief extension of time will permit a more informed response to the Public Notice and will not prejudice any party. We do not, however, anticipate entertaining any additional time extension requests in this matter. 3. Accordingly, we grant the parties’ request. Parties may file comments by April 2, 2003 and reply comments by April 15, 2003. This matter shall continue to be treated as a “permit- but- disclose” proceeding in accordance with the Commission’s ex parte rules. 7 All other requirements discussed in the Public Notice remain in effect. ACCORDINGLY, IT IS ORDERED that, pursuant to sections 4( i), 4( j), and 5( c) of the Communications Act, 47 U. S.
