In its May 3, 2004 ETC petition, in addition to seeking ETC designation in non- rural local exchange carrier (LEC) service areas, Dobson seeks designation for rural incumbent LEC study areas that Dobson serves in their entirety. In its May 10, 2004 ETC petition, Dobson seeks designation only for rural incumbent LEC study areas that it partially serves. 3 See id. 1 2 ETC Petitions Date Filed AT& T Wireless Services, Inc.
