C. 20554 DA 04- 1585 May 28, 2004 COMMISSION ANNOUNCES PLEADING CYCLE FOR COMMENTS AND REPLIES IN PROCEEDING ON ROUTES BELIEVED TO BE BENCHMARK- COMPLIANT IB Docket Nos. 02- 324, 96- 261 Comment Due Date: June 28, 2004 Reply Comment Due Date: July 13, 2004 By the Chief, Policy Division, International Bureau: On March 30, 2004, the Federal Communications Commission (FCC) adopted and released an Order, FCC 04- 53, that reformed our rules to remove the International Settlements Policy (ISP) from benchmark- compliant routes. The Order attached a list of routes that were believed to be benchmark- compliant but had not yet been exempted from the ISP. The Order stipulated that all interested parties would have 30 days from the effective date of the Order to file comments or petitions on those routes, and 15 days to file responses. The Commission stated that after the comment period closed, it would: (1) remove the ISP for all routes for which no reasonable concerns were raised, and (2) complete a full review of the issues pleaded for those routes on which concerns were raised. The Order becomes effective today, March 28, 2004. Consequently, the Comment due date is June 28, 2004 and the Reply Comment date is July 13, 2004. A list of routes believed to be benchmark- compliant but not ISP- exempt is attached.
