For other regulatory fee filers, the new Regulatory Fee Manager option enables filers to pay via a fast, easy, and secure online credit card or ACH transaction. Regulatory fee filers are not required to submit a paper copy of the Remittance Advice Form 159. An electronic version of the form is automatically filed for the user and made available for printing on the filer’s local printer. As a convenience, Fee Filer allows filers to pay past due regulatory fees back to FY 2000. The system automatically calculates the late fee and adds it to filers’ Remittance Advice Form 159 for any late payments. This year the FCC is pre- billing regulatory fees for a limited number of services. If a filer’s fee obligation is within the range of the filer’s credit card limit, then the new Bills & Receivables option is ideal for paying these fees conveniently online. The Commission continues to provide Fee Filer year- round for those filers who need to pay bills, past due regulatory fees or application fees for electronically filed applications. Fee Filer can be accessed from the left side of the FCC Fees page (http:// www. fcc. gov/ fees). What’s New this Year? New this year is a better organized user interface. More flexibility was added, enabling the filer to select which fees to pay when making multiple payments and providing the filer the option to pay using an alternate payer FRN. Also, better reporting status is provided to filers when uploading regulatory fee data to the system. Fee Filer now reports whether each payment has been received by the FCC. 1 Filers may download last year’s filing information from Fee Filer and may choose to automatically update 2003 payment type codes and fee amounts to 2004 values, as a convenient starting point for preparing their 2004 filing. All of last year’s filing information is available, regardless of whether the filer used Fee Filer to pay fees last year. Due Date for Paying Regulatory Fees is August 19, 2004 Regulatory fees for a prior fiscal year may be made using the Fee Filer at any time. For the convenience of filers, FY 2004 regulatory fee payments may be made using Fee Filer or via regular mail to Mellon Bank at any time after the 2004 rates are published in the Report & Order, but are due by August 19, 2004. Payments received after 11: 59 p. m. ET on August 19, 2004 will be assessed a 25% late payment fee. ACH Debit: If you are interested in using Mellon Bank’s Customer Initiated Payment Program (CIP), a brief application form must be completed and a personal identification number (PIN) issued by bank. Arrangements for using this process must be completed 14 days prior to submitting payment of the regulatory fee. After you have been set up for this program, you must submit your payment by August 18, 2004, to ensure that your payment is processed by the deadline date of August 19, 2004. Regulatory Fee Payment by Mail Filers, who wish to submit regulatory fees online and make their payment by means other than online credit card or ACH transaction, must sign the printed version of a completed Remittance Advice Form 159, which is automatically produced by Fee Filer when the online filing process is complete. Next the filer must mail the signed Form 159, and attached payment, to: Federal Communications Commission, Regulatory Fees, P. O. Box 358835, Pittsburgh, PA 15251- 5835.
