WAIVER REGARDING THE ANNUAL TRUE- UP PROCESS FOR 2003 UNIVERSAL SERVICE CONTRIBUTIONS PLEADING CYCLE ESTABLISHED CC Docket No. 96- 45 Release Date: January 30, 2004 Comment Date: February 27, 2004 Reply Comment Date: March 10, 2004 The Wireline Competition Bureau seeks comment on AT& T’s petition for waiver 1 of the universal service true- up process for 2003 adopted in the Second Reconsideration Order. 2 In that order, the Commission stated that “USAC will subtract revenues projected for the first quarter of 2003 from annual revenues reported on the FCC Form 499- A to arrive at an estimate of a contributor’s actual revenues for the second through fourth quarters of 2003.” 3 The requested waiver would allow USAC to subtract AT& T’s actual collected revenues for first quarter 2003, rather than its projected collected revenues, from their annual revenues reported on the FCC Form 499- A when performing the true- up for 2003. Pursuant to Sections 1.415 and 1.419 of the Commission's rules, 47 C. F. R. §§ 1.415, 1.419, interested parties may file comments on or before February 27, 2004 and reply comments on or before March 10, 2004. Comments may be filed using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies. See Electronic Filing of Documents in Rulemaking Proceedings, 63 Fed.
