According to IPTA, the Illinois Commerce Commission (ICC) denied IPTA’s request for these refunds. IPTA also asks the Commission to declare whether SBC Illinois and Verizon were eligible to receive dial- around compensation for calls originating from these payphones on or before December 13, 2003 and January 31, 2002, respectively. We invite comment on the IPTA petition. Pursuant to applicable procedures set forth in sections 1.415 and 1.419 of the Commission’s rules, interested parties may file comments on or before August 26, 2004 and reply comments on or before September 7, 2004. Comments may be filed using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies. See Electronic Filing of Documents in Rulemaking Proceedings, 63 Fed.
