C. 20554 DA 04- 3179 Friday October 1, 2004 CHANGES TO PARTS 43 AND 63 EFFECTIVE IB DOCKET Nos. 02- 324 and 96- 261 On March 30, 2004, the Commission released its Report and Order in IB Docket Nos. 02- 324 and 96- 261, International Settlements Policy Reform and International Settlement Rates, FCC 04- 53. In this Order, the Commission lifted the International Settlements Policy (“ ISP”) from benchmark- compliant routes, eliminated the International Simple Resale (“ ISR”) policy and associated filing requirements, and clarified the applicability of certain regulatory safeguards to protect U. S. customers on all routes. The Commission retained its benchmarks policy. The majority of rule changes adopted in this Report and Order became effective on May 28, 2004 (see 69 FR 23151, April 8, 2004). However, Sections 43.51( d), 43.51( e), 64.1001, and 64.1002( c) of the rules contained information collection requirements that were subject to approval by the Office of Management and Budget (“ OMB”). OMB has approved the information collection requirements, and Sections 43.51( d), 43.51( e), 64.1001, and 64.1002( c) became effective on September 30, 2004.
