C. 20554 News Media Information 202 / 418- 0500 Internet: http:// www. fcc. gov TTY: 1- 888- 835- 5322 DA 04- 3203 Released: October 7, 2004 DTV Channel Election Information and Deadlines The Media Bureau hereby announces that the Table of Station Assignment and Service Information, referred to in the Second DTV Periodic Review Report and Order, released September 7, 2004 (MB Docket No. 03- 15, FCC 04- 192) (“ Order”), is now available. A copy of the Table is attached to this Public Notice. The Table can also be accessed on the FCC’s Internet website at www. fcc. gov/ mb/ video/ tv. html. As indicated in paragraph 36 of the Order, the Media Bureau is issuing the Table for use by TV station licensees and other interested parties so they may determine and evaluate the DTV service populations to be used by the Commission to process stations’ channel elections and create the new DTV Table of Allotments. The Media Bureau also announces that the forms to be used by TV licensees and permittees to indicate their preference for a post- transition DTV channel (“ DTV channel election forms”), copies of which were appended to the Order, have been approved for use by the Office of Management and Budget (“ OMB”) (OMB Nos. 3060- 1077, FCC Form 381; 3060- 1076, FCC Form 382; 3060- 1075, FCC Form 383; 3060- 1074, FCC Form 384; 3060- 1073, FCC Form 385; 3060- 1072, FCC Form 386) under the emergency processing provisions of the Paperwork Reduction Act of 1995 (“ PRA”). The forms can be viewed on the FCC’s Internet website at www. fcc. gov/ mb/ cshlarc. html. The first form to be filed in the channel election process is FCC Form 381, Pre- Election Certification Form. FCC Form 381 will be available for electronic filing October 19, 2004. FCC Form 381 must be filed with the FCC no later than November 5, 2004. As indicated in paragraph 36 of the Order, after the deadline for filing FCC Form 381, the Media Bureau will prepare a revised Table of Station Assignment and Service Information reflecting service areas based on certifications in FCC Form 381 to build to replication or maximization facilities and any other changes to station facilities prior to the first round election date. The Media Bureau will issue another Public Notice after November 5, 2004, announcing when the revised Table of Station Assignment and Service Information is available. That Public Notice will also announce the deadline for filing FCC Form 382, Digital Channel Election Form First Round Election, to be used by TV licensees and permittees participating in the first round of the DTV channel election process. Paragraph 152 of the Order states that broadcasters must fully implement the ATSC Program System and Information Protocol (“ PSIP”) standard to the extent that ATSC A/ 65B requires. That paragraph further states that this requirement shall take effect 120 days after publication in 1 the Federal Register. The Order was published in the Federal Register on October 4, 2004 (69 FR 59500- 01). Therefore, the PSIP requirement will be effective February 1, 2005. Paragraph 183 of the Order indicates that revised rule section 47 C. F. R. § 73.1201 (DTV station identification) contains information collection requirements under the PRA and will become effective after approval by OMB. The Media Bureau will issue another Public Notice, expected in early 2005, announcing the effective date of the DTV station identification rules.
