At the request of Montana State University (“ MSU”), the Commission has before it the Notice of Proposed Rule Making, 19 FCC Rcd 8608 (2004), proposing the allotment and reservation of DTV channel *16 for noncommercial educational use at Billings, Montana. MSU filed comments reaffirming its interest in applying for a new noncommercial DTV station on channel *16 at Billings, if allotted. No other comments were received. 2. We believe the public interest would be served by allotting DTV channel *16 to Billings as the community’s first local noncommercial educational station. DTV channel *16 can be allotted to Billings, Montana, as proposed, in compliance with the principle community coverage requirement of Section 73.625( a) at coordinates 45- 45- 35 N. and 108- 27- 14 W. Since the community of Billings is located within 400 kilometers of the U. S.- Canadian border, concurrence from the Canadian government was obtained for this allotment. 3. Accordingly, pursuant to the authority contained in Sections 4( i), 5( c)( 1), 303( g) and (r) and 307( b) of the Communications Act of 1934, as amended, and Sections 0.61, 0.204( b) and 0.283 of the Commission's Rules, IT IS ORDERED, That effective December 20, 2004, the DTV Table of Allotments, Section 73.622( b) of the Commission's Rules, IS AMENDED, with respect to the community listed below, to read as follows: City Channel No. Billings, Montana 10, 11, *16, 18 4. A separate Order will be issued announcing the window period for filing applications for DTV channel *16 at Billings, Montana. 5.
