June 17, 2003) (Second Report and Order). See OMB No. 3060- 1047. These information collection requirements relate to new voluntary and mandatory reporting requirements concerning the TRS mandatory minimum standards, which apply to the providers of TRS. See 47 C. F. R. 64.604( a)( 3) (reporting required if waiver sought of various requirements); 47 C. F. R. 64.604( c)( 2) (reporting contact information). As stated in the Second Report and Order, the effective date of these newly approved TRS rules is the date notice of the OMB approval is published in the Federal Register. The Second Report and Order also adopted or modified regulations that do not require OMB approval, and states that such regulations become effective 6 months from the date of publication of the Second Report and Order in the Federal Register. See Second Report and Order at par. 27. A summary of the Second Report and Order was published in the Federal Register on August 25, 2003. See 68 FR 50973. Accordingly, these new or modified rules will become effective on February 24, 2004.
