The area served by EMC is currently within Qwest’s Utah study area. The waiver would allow Direct Communications to create a new Utah study area. Also, on November 2, 2004, Direct Communications Rockland, Inc., and Direct Communications filed a petition for waiver of sections 69.2( hh) and 69.605( c) of the Commission’s rules to become a member of the National Exchange Carrier Association, to receive Universal Service Fund support, and to be regulated as an interstate average schedule company. 2 Interested parties may file comments on the waiver request on or before December 8, 2004 and reply comments on or before December 15, 2004.
