 On  November  15,  2004,  the  Commission  released  a  Notice  of  Proposed  Rulemaking  (Mid-  Rivers  NPRM),  FCC  04-  252,  setting  forth  tentative  conclusions  and  seeking  comment  on  a  variety  of  issues 
 related  to  the  Petition  of  Mid-  Rivers  Telephone  Cooperative,  Inc.  for  Order  Declaring  It  to  be  an  Incumbent  Local  Exchange  Carrier  in  Terry,  Montana  Pursuant  to  Section  251(  h)(  2).  Today,  a  summary 
 of  the  Mid-  Rivers  NPRM  was  published  in  the  Federal  Register,  69  FR  69573-  78.  As  set  forth  in  the  Mid-  Rivers  NPRM,  today’s  publication  in  the  Federal  Register  establishes  the  timeframes  for  comments 
 and  reply  comments.  Accordingly,  comments  on  the  Commission’s  Mid-  Rivers  NPRM  are  due  on  December  30,  2004  and  reply  comments  are  due  on  January  14,  2004.  Specific  filing  instructions  are 
 detailed  in  the  Mid-  Rivers  NPRM.
