This Notice solicits comment on ADiCorp’s Petition. The Petition asks the Commission to make changes to Parts 2 and 90 of the Commission’s rules to permit use of an Emergency Vehicle Signaling Service (“ EVSS”). The purpose of EVSS is to alert motorists that a public safety vehicle is engaged in a nearby emergency response situation. EVSS involves the installation of a device in the emergency vehicle that transmits a warning directly from the public safety vehicle to activated AM and FM car radios. ADiCorp asserts that a significant number of people have died or have been injured due to vehicular collisions in the path of emergency vehicles that had flashing lights or sirens activated. The Petition agues that these traditional warning mechanisms are no longer sufficient to ensure the public safety and urges the Commission to adopt the proposed EVSS. Pursuant to Sections 1.415 and 1.419 of the Commission’s rules, 47 C. F. R. §§ 1.415, 1.419, interested parties may file comments on or before February 12, 2004 and reply comments on or before March 3, 2004. Comments may be filed using the Commission’s Electronic Comment Filing System (“ ECFS”) or by filing paper copies. See Electronic Filing of Documents in Rulemaking Proceedings, 63 Fed. Reg. 24121 (1998). Comments filed through the ECFS can be sent as an electronic file via the Internet to http:// www. fcc. gov/ cgb/ ecfs/. Generally, only one copy of an electronic submission must be filed. If multiple docket or rulemaking numbers appear in the caption of this proceeding, however, commenters must transmit one electronic copy of the comments to each docket or rulemaking number referenced in the caption.
