The Bureau found that Final Analysis did not meet system implementation milestones set forth in its non- voice, non-geostationary satellite system license. 1 Consequently, the Final Analysis license is null and void by its own terms. The spectrum licensed to Final Analysis is now available for new applications. The Bureau will consider applications for this spectrum under the first- come, first- served procedure described in the Commission’s First Space Station Reform Order. 2 Interested parties may now apply for the System 2 spectrum, as that spectrum is described in the Amendment of Part 25 of the Commission’s Rules to Establish Rules and Policies Pertaining to the Second Processing Round of the Non- Voice, Non- Geostationary Mobile Satellite Service, Report and Order. 3 For more information concerning this Notice, contact Mark Young (Mark.
